Business Administrator/Board Secretary

The School Business Administrator position is regulated by statute and administrative code to encompass all the business and financial aspects of operating a public school district in the State of New Jersey. New Jersey School Business Administrator certification is required in this position. School Business Administrator responsibilities include financial planning, budgeting, investment/risk management, financial accounting and reporting, purchasing, human resources, payroll, insurance/risk management, transportation, food service and facility maintenance/improvements planning. The Business Administrator’s comptroller functions include administering receivables and payables according to NJ Administrative Code, Finance and Business Services, Chapter 6A:23.
The Board Secretary position, as defined by statute (NJSA 18A:17-5 and following), has many areas in common with the Business Administrator position. Each Board of Education is required to appoint a Board Secretary who must be bonded. The operational duties of the position include administering oaths of office, conducting Board of Education meetings and annual school elections. The Board Secretary is responsible for maintaining all Board records. Fiscal responsibilities include the annual audit and monthly proscribed financial reports plus authorization for all purchases and payments. The Board Secretary has the responsibility for monitoring by the State Department of Education. Responsibility for compliance with federal and state laws requires many specialized reporting duties.
